Declared Value on a Cross-Border Parcel: The Number That Decides Your Refund

Short answer: the value you declare on a parcel is read twice — once by customs as the transaction figure, once by the carrier as the ceiling on any refund. Choosing it to make a bill smaller is a decision to make a recovery smaller too.

The number does two jobs

On the entry side, the declared value supports the duty calculation and the tax base, and it has to match the sale that actually happened. On the risk side, it is the reference for any claim: compensation is based on the declared value, which means a parcel declared at a token figure recovers a token figure even when the goods inside sold for considerably more. We state that trade-off on every quote that carries goods worth more than the channel's comfortable range, because the moment to have the conversation is before the box is sealed.

The practical rule we run our customers through: declare the real sale price, then decide separately whether the value sits inside the lane's acceptance range or needs a different arrangement.

Where a ceiling becomes a routing decision

Low-value parcel regimes carry thresholds, and a shipment above them is not a bigger discount problem — it is a different entry type with different documents and a different lead time. On the EU side, consignments above 150 euros leave the flat-charge regime and move into ordinary tariff treatment. On the US side, the suspension of duty-free de minimis handling means parcels arriving from China are presented for entry with duty assessed per consignment, so the value line now feeds a real bill rather than a formality. Where a lane sets a lower acceptance ceiling than the regime does, we route to another channel or to a bulk move, and we say which.

Routing decisions of this kind also change the clock. A consignment that leaves the low-value regime is handled on a different schedule, so the transit we quote alongside it is given as an approximate window and is confirmed lane by lane rather than inherited from the parcel service you used before.

How we handle a high-value unit

  1. Photograph it at goods-in and again at packing, so the description of condition has a date attached.
  2. Check the lane's declared-value range before the order is promised to your customer, not after it is picked.
  3. Where the figure exceeds the parcel channel's range, propose a bulk movement into a destination stock position, or a courier service with a different liability structure.
  4. Offer cover. Cargo insurance can be arranged on your behalf, with the premium quoted against the declared value and payment following the policy's own terms, excesses and exclusions. It is separate from carrier liability, and one should never be mistaken for the other.
  5. Keep the claim window in view: a claim has to be raised inside the terms' period — sixty days is what the current Europe registered-parcel terms allow — which is only workable if the proof was filed when the box left.

What about the low figure a supplier suggested?

It is common for a Chinese factory to ask what to print on the invoice, having been told previously that a small number clears faster. Our answer is the same every time: the entry should reflect the transaction, and we will not build a quote around a figure we expect to be challenged. A held consignment costs storage, a re- presentation and a delivery promise you have already made to your customer.

Declared-value questions from sellers

Should I declare my sale price or my cost price?

The sale price of the transaction the parcel represents. Cost price understates the transaction and creates both the customs problem and the refund problem in one line.

Do samples need a value?

Yes — a value that reflects what the goods would command. A sample marked to zero does not become exempt; it becomes a question for the officer.

What does our order accuracy have to do with this?

Only this: the claim you file has to describe what was actually shipped. Our despatch record is kept at 99.5% or better measured per order line, and every outbound parcel is reconciled against its pick list, so a claim describes one parcel rather than a stack of guesses.

Can the declared value be changed after despatch?

Not on a parcel already on the line. It can be corrected before the shipment leaves our dock, which is why order data has to reach us before the pick wave rather than the day after.

What to read before you write a number on a label

Value sits inside a wider entry decision, covered in our guide to declaring a cross-border parcel, and it is also the weak point of any claim, which is why our piece on reconciliation, claims and evidence spends more time on documentation than on forms. For goods entering the United States the e-commerce section of CBP is where entry thresholds and filing duties are stated in the authority's own words.
